Someone experienced has to understand the part, decide which machines it needs, work out setup and cycle times, and put a price on it - one to two hours for a simple part, a full day for a complex one. This is what comes back from a STEP model, a drawing and a quantity: a route across your machines, the NC programs that drive them, and a verification result. The simulated part is compared against the CAD model, and the program is released only when they agree and your operator says so.

This is the workflow we are building. A customer's file arrives, the job is planned, priced and approved, the programs are written and verified against the model, and the machine is booked. Then the part is loaded, moved from machine to machine down its route, and put away finished. The first half runs today in the pilot. The second half is what we are building next.
